"very limited expertise". You miss-parsed the meaning I intended in that
part, and if so maybe I should have phrased that differently, my point being
that what I have had experiance in is procurement process. I did have my
most direct experience with the federal acquisition regulations, and with the
federal procurement process, in the role of a federal contractor with some
large successes in selling free software to several government agencies in
the mid 90's, and I do have a general understanding with how OSS/FS should
relate to/can be applied in general terms to procurement law as a matter of
principle. Perhaps experience rather than expertise was a more correct word
to use?
Also, the federal procurement process, while in theory transparent, is in fact
not executed in a manner at all convenient for someone without a direct
physical presence in D.C. to effectively utilize in most cases. There are
just too many meetings with contract officers and potential hearings that are
commonly required and which will take place there. This does not mean there
may not be federal IT procurements which may be open to an exclusively NY
based group or entity, just that the ones that would be are very hard to find
and identify. Software, in particular, is difficult in this manner, since
there is often training and support issues which may involve coverage for
sites and locations that may potentially be anywhere in the U.S. A small but
capitalized $20 million company with a D.C. location and a 10 year history
can actually do this even as an agency level prime (I know), but a
commercially organized community in NYC is a much harder question, and again
requires a lot harder work finding an appropriate contract that may even be
biddable. Local contracts would be much easier to find and persue.

I do expect I will be in the US for awhile at the end of January, so yes, this
is still very much on my list.
