IIRC, that's because they bought Ross Perot's old company, EDS. Odds are those particular layoffs would have happened regardless. Also we're talking about a company ruined from the inside by Carly Fiorina. You can't un-ruin a thing, it's not "that HP" any more.
I will say however, that in recent weeks everything's gone to shit out there, even in my own sphere, which was untouched by the Internet Bubble bursting. One of my customers is closing up this month after 40 years in business. Another one that's been around for 30 probably would be closing up soon if it wasn't such a frugally-run operation.
