One other thing you might also want to look at is Mason

http://en.wikipedia.org/wiki/Mason_(Perl)
http://www.masonbook.com/
http://www.masonhq.com/

It is similar to embperl but is more actively developed has more
documentation and a larger user base. Although if embperl is still
under active development i could see how you would want to stick with
embperl so you could reuse code you have already written over the
years.
One more correction id like to make to an earlier statement the most
of the CGI modules are not Apache specific they are generic however if
they detect that they are running in mod_perl they will utilize it.
The trick there is the the CGI module and mod_perl were both written
by Lincoln Stein so they actually do have optimizations for each
other. That being said I've used the CGI module for scripts served by
Apache, Webmin, thttpd, and yes even command line scripts and cron
jobs. When you have a script that send out email reports html content
give it a nice aesthetic touch, plus most spread sheat programs can
import HTML tables more easily then CSV because they don't need to
guess at the column and row delimiters.
