SUBJECT Re: [hangout] Proposed Constitution TEMPLATE

OK
ruth, I looked over your comments and as a commitee of one, (which means
this is just my view),
I clearly understand the concern you have with the wording assign.

Understand, of course, that this draft was just pushed out without any
serious consideration
of phraseology. However, the use of the word assign ment to underscore a
process where the
executive board have a list of volunteer needs, and requests people to fill
them.

The point is that people shouldn't run over and say...Monday while in
school I gave out
10 NY Fair Use bumper stickers, on my own, printed them and everything, and
you owe me
6 Volunteer creds for this. Idealy we have an elected government which
sets priorities and
members need to fill those needs. And then we have new elections. And so
on.

I think qualifing is a little weak, and maybe we need to expand that clause
to be specific to the process which we mean.

<document that lists categories of qualifying volunteer work
will be created>>

Not as part of the charter, but we can add to the charter a standing
commitee which submits such a list. But again, we want to have some level
of hierartical organization to provide direction.

<verified, and by whom ?>>

Team leaders of events, and as a special power of the President at
meetings? They are assigned to everyone at executive meetings? This is an
idea.

<and allow volunteers to "certify" themselves ?>>

To some degree. I think oversite is needed but if people are not
honorable, NYLXS has no chance to succeed anyway....

<volunteer time ?>>

Let's say that the executive commitee decides that as part of NYLXS we are
going to press open source into the schools. And we decide to form a
committee for schools, with the task to contact all the individual math and
computer departments in every HS in NYC. Now we nominate
Billy Donahue to form this commitee and do this task.

Billy gets Joe Ercole, Mike Smith and Ron Guerin to help. They breakdown
the schools, each covering a section, and they follow up by talking to each
department, creating appointments for our standing educational committee to
follow up on and install systems in schols.

Billy now reports back the board the task, goals, actions, and results, and
the hours of memberships.

We take Billy's word on this and assign the hours...in fact, Billy can be
impowered to give the hours. The acting President can make corrections as
he sees fit at board metings where this event is reported.

I was thinking that at the end of the year, we can have a big party
honoring those who racked up the most hours etc, and to honor our best
people.

How does that sound?

<< About elections:
1 - The nominating committee could be appointed in December,
and given a week to post the candidate names to the
web site and mailing list. This would give the candidates
a full month to present their views to the members.
This much time is not needed right now, because
the organization is so new and still small. But within
a year or so, it could easily grow large enough that
this period would be needed, in order for the candidates
to prepare position papers, and for the voting members
to actually become familiar with the candidates.
(ie. plan for success).
2 - A four-year term limit seems quite reasonable, but
it might be worthwhile to consider a two-year (ie two-term)
limit. The proposed limits are good in allowing
officers to remain in office continuously
(if the membership votes for them) while encouraging
them to learn more than one role. I just think a
shorter term limit would work better for this.

>>

Did I right 4 years? That's too long, IMO. I must of been dreaming about
a new constitution for the United States of the Middle East....
