One hint from those lecture notes that is helpful is just the idea of
labeling a transition as "other". So in state 2 if you see a `*` go to
state 3, but **otherwise** back to state 1. (If-then-else.)

As for as supporting another `/` in the midst of a comment, I think
that's handled by the outgoing "other" from state 3. So state 3
represents that we're in the body of the comment. The only way to get
out of that is by finding a `*` -- anything else stays in state 3.
