I've honestly never had occasion to look for such, as I always got what I needed from the logs just by intuition. A little searching finds, FWIW:

However, I don't actually expect there to be individual documentation pieces about the various logfiles, e.g., manpages about them, because to my eye, at least, they look pretty self-explanatory as to what they say. As to what writes them and when, for good or bad that's findable in the .py files, which are plaintext, yay.

Apparently they had hardware failure that took the mail.python.org server offline for part of a day. They fully restored it using a replacement server. See: https://status.python.org/incidents/l1jd6jcswlkh (Found via the big news banner 'Notice: mail.python.org has recovered from a hardware failure' at the top of the GNU Mailman pages.)
