I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subject 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. II. This solicitation is issued as Request-For?Quotation 2002-C-14. III. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular Number 2002-05. IV. This solicitation is not a small business set-aside. V. The U.S. Railroad Retirement Board (RRB) is an independent federal agency headquartered in Chicago, IL that administers a retirement and survivor benefit program for railroad employees and their families and the Railroad Unemployment Insurance Act which provides unemployment and sickness benefits to railroad employees. A. The Office of Inspector General (OIG) is a sepa!
rate office within the RRB with its own servers, applications and client workstations, and a remote office in Philadelphia. B. The RRB has adopted Windows 2000 as the agency server standard. C. The OIG accesses the RRB resources through its connections to the RRB?s V-LAN. D. The OIG network operating system is Windows NT 4.0 and its clients are Windows 95/98. VI. The OIG intends to procure information technology services to migrate from its Windows NT 4.0 servers, clients and network applications to a Windows 2000 platform. The work is to be performed at the OIG?s headquarters facility in Chicago, IL during normal business hours, 7:00 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays. There must be a minimal disruption to the office. Deliverables must be completed and submitted within thirty (30) days after the project inception date. VII. STATEMENT OF WORK. A. Description of Services/Requirements. 1. Verify OIG?s existing Dell PowerEdge 4400 currently us!
ed as a NT 4.0 Server will support the Windows 2000 operating system.
2. Review and recommend any hardware, software or other variables needed to upgrade the server to Windows 2000 Operating system. Exhibit A listing current OIG hardware and software is available upon request. All offeror recommended hardware and software will be considered a complete and final list of all items required to perform the migration. OIG shall procure and furnish all hardware and software necessary for the migration. 3. Discuss in writing the issues involved in upgrading NT 4.0 domain and Windows 95/98 clients to Windows 2000 operating system. The discussion should include, but is not limited to: the technical approach/design; operational improvements to the OIG?s LAN in a Windows 2000 environment; the requirements to prepare the existing servers and clients for the migration; the role of each of the existing servers; the time to complete the project. 4. Verify that the current OIG peripherals, software and drivers will run on the proposed 2000 server and 95/98 cl!
ient workstations. Provide list of any add-in products that are required to migrate to the Windows 2000 platform (software and hardware). 5. Review and discuss in writing the frame relay connection at the remote Philadelphia office. The discussion shall include recommendations that enhance the efficiency and effectiveness of the remote office?s access to OIG?s network resources and how remote administration can be accomplished. A timeline and any add-in products needed to implement the project must be addressed. 6. Upgrade Norton Antivirus Corporate Edition 7.01 to Norton Antivirus 7.5 or greater on a specified network system. 7. Install and configure the Internet Security Software (ISS) to run on a Windows 2000 platform. 8. Install and configure the Arc Serve 2000 software to run on a Windows 2000 platform. 9. Upgrade the Microsoft Exchange Server 5.5 to Exchange 2000. 10. Provide technical support during the testing period, not to exceed ten (10) days, to resolve any conf!
iguration or connectivity issues pertaining to this statement of work.
The support agreement shall include specifically but not exclusively, the cost, term, response time and any additional information needed to fully evaluate the agreement. B. DELIVERABLES. 1. A recommended best approach and detailed plan, using existing hardware, for the migration from Windows NT 4.0 domain to a Windows 2000 Server and Client operating system including, but not limited to: a. the role of each existing server; b. what is required to prepare the existing servers; c. installation and configuration of all servers to the Windows 2000 environment; d. installation and configuration of current patches on all servers; e. migration of users, group accounts, volumes, folders, files, etc. from the NT Domain to Windows 2000; f. upgrade five (5) Windows 95 and five (5) Windows 98 clients to Windows 2000 Professional. (The OIG will be responsible for upgrading the remaining clients); g. install and configure all network ready printers and print servers that are to be conne!
cted to the network; h. setup network printing for the 10 clients referenced above; i. install and configure the 10 clients above (item f) with the current patches. (The OIG will install and configure current patches on the remaining clients); j. installation and configuration of the current OIG owned version of Norton AntiVirus Enterprise Edition on any provided network system: install current build/patches, configure Norton AntiVirus server to retrieve the updates and push them out to the clients and servers; k. configuration of the Windows 2000 server to run file and print sharing; l. upgrade existing Exchange Server 5.5 to Exchange 2000: configure the Exchange 2000 server for both local and remote access, install the latest build/patches, migrate users, directories, files and other resources; m. install and configure ArcServe 2000 to run on a Windows 2000 platform: installed current build/patches, create a backup job; n. upgrade all Cisco hardware with updated patches; !
o. install and configure Internet Security Software to run on a Window
s 2000 platform and install current build/patches; p. any other necessary procedures not specifically defined in this document. 2. An acceptance test plan that verifies: a. all clients have access to e-mail, RRB mainframe, the Internet, OIG Intranet, RRB Intranet, access to all printing resources, and customized Access database: b. the Windows 2000 server(s) functions as expected and required, and files and folders migrated successfully; c. internet Security System (ISS) scanning software does not disclose any well known vulnerabilities; d. Norton AntiVirus Server retrieves and distributes updates; e. backups are running as scheduled. 3. Hands-on training for the OIG Administrator of no less than 40 hours. Training shall include, but not be limited to: a. participation in the installation and configuration of latest build, upgrade, patches and drivers for the following: Windows 2000 Server, Exchange 2000 Server, Norton AntiVirus Corporate Edition, Network printing, ArcServe !
2000, Cisco equipment; b. the process of migrating users, group accounts, volumes, folders, files, etc.; c. upgrading Windows 95 and 98 clients to Windows 2000 Professional client. 4. Documentation in printed form and on magnetic media in ASCII format, copies of all configuration files, directory structure, loaded software and service pack. 5. Ensure that all network administrative functions are accessible and configurable at the desktop of two (2) system administrators. 6. Ensure that all alerts are configured and working correctly. C. QUALIFICATIONS. Offeror?s personnel must have significant experience with Windows NT 4.0, Windows 2000, LANs, Personal Computing Networks, Data Communications (frame relay) and Cisco hardware and software. Offeror?s personnel must possess working knowledge of hardware and software requirements (including licensing) for the network systems and applications included in this solicitation and must be capable of providing system planning, install!
ation, configuration, testing and implementation services. Provide res
ume of personnel proposed for project. VIII. Site visits to the headquarters office in Chicago and/or the Philadelphia office are permitted by appointment only. Please contact Ms. B. Bonner-Hand at 312/751-4336 to schedule an appointment. No site visits will be permitted after April 30, 2002. IX. EVALUATION FACTORS AND CONTENTS OF PROPSAL. Proposals shall be evaluated using the following factors in decreasing order of importance: best approach and detailed migration plan, test plan/documentation, MSCE on the project. Offers shall be evaluated on a technical-to-price ratio of 1:1. The award shall be based upon the offer that provides the best value to the OIG, price and other factors considered. Offerors must supply federal tax identification number and a Dun and Bradstreet (DUNS) number. Proposals must include the following documents: A. Two (2) copies with original signatures in block 30a of Solicitation/Contract/Offer for Commercial Items, SF-1449, signed by an official au!
thorized to bind your firm to a delivery order; B. Signed and completed Offerors Representations and Certifications ? Commercial Items (Federal Acquisition Regulation (FAR) 52.212-3). B. Price Proposal. The price shall be in man-hours required for the project. C. Technical Proposal, including a list of all hardware and software with estimated pricing (to be purchased by the OIG) required for completion of this project. Please not the evaluation factors listed and address each factor in your proposal. Refer to the Statement of Work and Deliverables. D. Past Performance Information. Include three references with phone numbers, addresses and points of contact. E. The offeror certifies that the offered price shall be valid for 60 days after contract acceptance. X.
