I think you're missing the point. If someone is using win 98 it
probably isn't because they care about using good tech. To be blunt,
even if someone can't afford the latest OS, they're going to pirate it
(Which is a whole problem for us in itself, because if half a billion
people in India and China decided not to pirate we'd get a LOT of code
done). So the only people using win 98 are either those guys who really
really don't care, or the ones who are terrified of making the slightest
change to their system, even if it means using XP. In the latter case
someone like that is definitely not going to try a whole different OS.

Also, it isn't necessary to get the majority of consumers. All that's
necessary is to get enough people for commercial vendors to think it's
worth their while to invest in it. Once that happens, a lot of people
will be far more willing to use a platform that has their favorite apps
on it.
