The only time the US has gone after brutal dictators is when they no longer
did what the US wanted. Iraq did not have any terrorist except Saddam until
we removed him and left a power vacuum. If we had, had sufficient troops
and a replacement ready for Saddam and his Government the terrorist would
have not have a chance to get in there. Iraq is still a sideshow it's just
that everyone has taken their eye off the real threat.
