Treaties originate from the First Lady? Who knew?
I could swear that this particular treaty was passed by unanimous vote
of the Senate and then signed by President Bill Clinton, but perhaps I'm
misremembering. When was the Constitution amended to put the First Lady
in charge of international treaties? I must have missed the memo.
