Problem clarified, I had to corner him about what he meant exactly.
His concern is not with the software itself, it is user neglect.
In the past the makeshift sysadmin (web developer in real life) administered the server. When the man in charge would come by to check on it a few days later he would find a GUI logged in and wide open. My first conversation with him about this left me with the impression that there was a security bug in the software but its a security policy that wasnt being enforced.
As a result he wants everything on the servers done at the command line. That will suit me fine.
