How can I say this without being offensive? I can't. So... *Sneezes!* BULLSHIT!

I have been part of the NYC Bd of Ed and later with the Dept. of Ed since 1984 and help create 2 charter schools, set up the Computer Literacy program it uses to this day, and told the Bd of Ed what it had to do to be up to par with the evolving technology including computerizing itself - back then! So this FBI fingerprinting story is Bullshit. The DOE does fingerprinting background checks with the City Marshall's office in conjunction with the NYPD. And for 99.99999% of all cases, it ends there. The FBI is used in cases of out of non-citizen employment, out of nation potential employees where NYPD has no reach (when under the early years of Bloomberg, hundreds of teachers were hired from Europe and Africa because they had a better STEM Education than US College students who only got degrees in liberal arts and English Lit.)

Since I was a NYC DOE Employee and a former NYPD Aux Police Officer, my finger prints will come out clear on any background searches based on those fingerprints alone. But if you throw in stupid websites like Spokeo and do an email background check - yeah - stupid shit from 20 years ago, false logins to websites you do not know about, porn sites you visited 15 years ago, all come up and that's not even should be allowed.

But as community centers are concerned, you need a license from the NYC Dept. of Child Services (used to be Dept. of Youth Services) from the city, and depending on the scope and involvement of the program, you will need a state license (for programs that run as part of a summer day camp program, needs this the state license). Your staff needs a NYS Child Abuse Background check (done by the Dept. of Child Welfare). This is on top of the NYPD or DOE fingerprinting check. There are private agencies that will do the fingerprinting as well.

Thing is this, if you are running it with a school, the DOE can either circumvent or replace NYC/NYS licenses and background checks, but the DOE has to do these things. But there are problems. School principals do not run the buildings, the custodial staff does. So events that has the school open on weekends and/or after school hours has to go through them. With a community center, many of them are open until 9pm or later (Mayor De Asshole sent funds for community centers to be open until midnight or 1am.) and on weekends. So this is something to look into.

As I can tell, I have no medical appoints all of next week, so I'm free then for the most part. If I find it I'll bring my old license from my program years ago.

Yes
Rubin is right and I can answer many of these questions‎
but not all off the top of my head however many of them are
too complex to answer but a single email and are far easier
to discuss.

One I can
answer as an example just to give you an idea of the
complexity involved is 2d.

Unless you have been previously background
checked by the DOE an‎y one who directly works with the
kids if it is funded by the DOE will have to get s full FBI
fingerprint background check. That said and this is where it
gets complicated is if some one has been arrested in the
past it does not necessarily rule them out. But it is
something that if some one does have a criminal background
including things which are excluded from the requirements to
report merits a private conversation in advance; because it
is not uncommon for misdemeanors, dismissed cases, and even
sealed records to pop up on them because of a clerks mistake
so confidential and frank discussions of any criminal record
should be discussed. In most cases reporting thing which are
not required is favorable in comparison to them finding out
because of a clerks mistake. This is because if it's not
pertinent to the background check parameters and you
didn't report it and it pops up it raises questions, but
if you reported it that shows honesty which depending on the
nature of the incident may overshadow any past
indecressions. 
The important thing is that
we know in advance so we can evaluate if we can put you
through the process without risk of hurting our reputation
as a group.
