Suing senders of possible harassment would be the /de facto/ social solutio=
n on a legal=20
ground.
Make mailing-list software censor the mail address of *anybody* communicati=
ng through=20
the mailing list would prevent such thing to happen to more people in the f=
uture (this=20
could be advertised as a =E2=80=9Canti-harassment feature=E2=80=9D). Some =
=E2=80=9Cuser-friendly=E2=80=9D high-level and=20
poorly made software already do this by default (so to avoid DKIM issues).
Then the list would force itself as centralized unavoidable intermediary fo=
r all=20
communication between third parties, unless active countermeasures (address=
books or=20
search engines) are used.
I strongly oppose this solution. It consist in centralization and authorit=
arism, as well as=20
breaking mail even more.
