This sounds like it is a different event that they were holding. I have never heard of shiftforum before and have no idea what it was, but I guess it was one of those many private Microsoft events that they choose not to permit or have dissenting voices in, getting back to my original point :). In fact I could find nothing googlable about this, but I gather from Bruce's comment that Microsoft had in mind to hold an event of it's own about free software?!
In any case, it seems to have nothing to do with their presentation at eGovOS. Perhaps they even feel eGovOS is a better event for them to make use of to polute the mindset of government people than having their own such event.
